Georgia homeowners may now qualify for up to $16,000 in state rebates to boost their home’s efficiency. Through the Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) programs, you can significantly lower the cost of projects like installing efficient HVAC systems, adding insulation, sealing air leaks, or upgrading your water heater.

• Every Georgia homeowner may switch from gas heating/cooling to an electric heat pump through either the HEAR or HER program.

HEAR Program Rebate (Income-Based):

<80% AMI: Up to 100% of project costs covered (capped at $8,000 per heat pump or $14,000 total if adding panel upgrades, wiring, etc.).

81–150% AMI: Covers 50% of costs (up to $8,000 for the heat pump, or up to $14,000 total project costs). Typically brings installation to $2,000–$5,000 out of pocket.

HER Program Rebate (Performance-Based):

• If you also plan a full-home efficiency retrofit (targeting 20% or 35% energy savings), you can get:

<80% AMI: Up to $10,000 (20% savings) or $16,000 (35% savings) in rebates covering 80–98% of costs.

>80% AMI (no income cap): $2,000 (20% savings) or $4,000 (35% savings).

*For homes with older electrical panels (often 50+ years old), an upgrade may be required at an additional cost to accommodate increased loads. Electric-to-electric upgrades do not qualify for HEAR rebates.

Are you eligible for Georgia’s home energy rebate programs?

Home Energy Rebates (HER) program eligibility:
  • Any household that reduces energy consumption by 20% can qualify for rebate savings.
  • Households earning 80% or less than the area median income (AMI) qualify for reimbursement of 98% of the project cost up to $16,000. A whole-home assessment from an approved contractor can determine how much savings you qualify for.
  • Households earning more than 80% of AMI qualify for 50% of the project cost up to $4,000 for energy reduction above 35% and $2,000 for energy reduction between 20% and 35%.
  • All households must reduce energy consumption by 20% or more to qualify for rebate savings.
  • Households that reduce energy consumption by 35% or more can qualify for the largest savings amounts.

 

Home Electrification and Appliance Rebates (HEAR) program eligibility:
  • Households earning 80% or less than the area median income (AMI) qualify for 100% reimbursement up to $14,000.
  • Households earning more than 80% of AMI (up to 150% of AMI) qualify for 50% reimbursement up to $14,000.

 

Documents required to determine participation and savings rates
  • Pay stubs from the last 60 days
  • W-2 forms from the previous year
  • Federal tax return from the previous year (Social Security number can be redacted)
  • Self-employment income tax documentation, when applicable
  • Proof of unemployment, when applicable

Qualify for HEAR and HER rebates automatically by producing a benefit letter from any of the following programs:

Frequently Asked Questions

To be eligible for HEAR, your household must earn less than 150% of area median income (AMI). All households are eligible for HER, regardless of income. With both programs, lower income households qualify for more savings. A PV customer advocate can help you determine your eligibility.

Heat pump HVAC system installations, building envelope improvements (insulation, air sealing, ventilation), heat pump water heater installation, heat pump clothes dryer installation, electric range, oven or cooktop installation, electric wiring upgrades, electric load service center installation

Upgrading to an energy efficient heat pump, high efficiency gas furnace installations, energy efficient water heater installations, whole-house electrification, building performance upgrades (insulation, air sealing), sealing and insulating HVAC ducts, energy efficient lighting installation, qualifying window replacement projects, and more!

Replacing an existing heat pump with a new heat pump does not qualify for rebates under the HEAR program. Upgrading to a more energy efficient heat pump may help you qualify for a HER rebate if your total energy reduction is greater than 20% when combined with other eligible home improvements.

Yes, as long as you avoid using the same measure under both programs. For example, you might use the HEAR program to receive up to $14,000 for a new heat pump, and then leverage the HER program to cover costs for things like insulation, air sealing, windows, water heaters, lighting, and more. Altogether, you could see over $35,000 in upfront rebates for a single project, rather than for each measure.

No. To qualify for rebate savings from either program, you will need to work with a state-approved contractor. PV Heating, Cooling & Plumbing, in addition to being a state-approved contractor, was one of the first contractors approved to participate in the HER and HEAR pilot program. Any contractor you utilize must be Building Performance Institute (BPI)-certified.

For the most part, no. But there are some exceptions. Homeowners performing DIY installations of some new electric clothes dryers, ranges, ovens, or cooktops can receive HEAR rebates. All other qualifying installations or energy efficiency improvements must be performed by a state-approved, Building Performance Institute (BPI)-certified contractor. PV Heating, Cooling & Plumbing is approved to participate in both the HER and HEAR programs.

To receive HER rebates, you will need to reduce household energy consumption by at least 20%. Households that reduce energy consumption by 35% or more may qualify for larger rebates.

All new appliances must be ENERGY-STAR certified to qualify for rebate savings. Appliances must be electric in order to qualify for HEAR. Some gas appliances may qualify for the HER program.

Updated Information (as of January 4, 2025). The multi-family portion of the program is still in development. At this time, PV is not functioning within the program, and the state is not approving multi-family projects. We will update our website as soon as new details become available.
