The HER program provides rebates to homeowners pursuing energy efficiency improvements resulting in at least 20% overall energy use reduction. There is no income cap—any household that saves enough energy through qualifying improvements can receive a rebate!
Not sure it’s the right time to switch to a heat pump? The HER program also provides rebates when you upgrade to a more efficient gas furnace and air conditioning system. The replacement AC + furnace system still needs to contribute to a minimum of 20% overall energy use reduction.

- Perform energy-efficient home improvements resulting in at least 20% overall energy reduction. Improvements resulting in 35% reduction or higher qualify for the largest rebates.
- Use a HER-approved contractor to perform qualifying equipment installations. This includes installation of new heat pump systems.
IMPORTANT: Households earning 80% or less than the area median income (AMI) qualify for larger rebates up to $16,000. Households earning more than 80% of AMI qualify for rebates up to $4,000.

Georgia’s HEAR program and heat pump rebates
There’s another way to qualify for a rebate for your new heat pump installation: the Georgia HEAR program.
This program is all about electrification. By replacing a natural gas-powered furnace with a heat pump, you may be eligible for savings. However, the HEAR program does have an income cap. To qualify, you must earn less than 150% of area median income, or AMI. Here are some additional details:
- Rebates are available to households earning less than or equal to 150% of AMI. Households earning 80% or less than AMI qualify for larger rebate amounts.
- You must replace a gas appliance with an electric one to qualify. In some cases, switching out an old electric appliance with a more energy-efficient one can also qualify.
- For HVAC replacement projects, you must install an ENERGY STAR-certified heat pump.
- The contractor performing the installation must be approved for participation in the HEAR program by the Georgia Efficiency Finance Authority (GEFA).
- Your contractor must perform a Manual J load calculation to ensure accurate system sizing. The load calculation is uploaded to the GEFA website. At PV, we do all of this for free when you hire us for your heat pump installation.

Tax savings for heat pump installations
In addition to the HER and HEAR programs, you may qualify for tax savings when you install a new heat pump HVAC system in your home.
After your rebate is applied, you can claim a tax credit for up to 30% of the remaining balance on your contractor’s invoice. This credit can be bundled with credits for other energy efficiency improvements for a total of $3,200 in a single tax year.
Example of heat pump rebate savings
Let’s say you decide to replace your gas furnace with a heat pump. You earn 120% of AMI for your area, so you qualify for savings of up to 50% of the cost via the HEAR program.
If the heat pump installation costs $10,750 and the required upgraded wiring costs $1,250, you can receive rebates and tax credits in these amounts:
- $5,375 for the heat pump and $650 for the wiring (HEAR rebates)
- $1,793 as a federal tax credit (30% of the remaining balance)
Your net cost for the new heat pump would be just $4,182.
